They are called pre-Scrubbed list from companies like This one I believe these list are available to anyone who wants to buy them. On these list is a lot of valuable info such as the age of the house, how many years at that address and some list even give Median household income. Then he starts Cold Calling, actually these are called "warm leads" in the call center business because they are not on the Do Not Call list. Picking up the phone book and calling a random number would be cold calling. Now comes the interesting part, say you have call center and everyone in that center is calling for home improvement leads, you can just as easy say OK we filled our quota for today on home improvement leads now lets move to Mortgage leads for refinancing or insurance leads to get people to change insurance companies. There is no way I could personally do this, but this guy has it down to a science.

The leads he makes are exclusive and he generates all of them by cold calling.
How does he make cold calls and not violate the DO NOT CALL LIST.?
